Flying Regulations in Russia
In order to fly a private plane while on vacation in Russia, visitors need to first file a request for flight authorization with the Russian aviation authorities. This flight authorization needs to include the purpose of the trip, the pilot and aircraft information, passport numbers and names of all passengers, flight computer information and the flight plan for the trip, including dates and times for all arrivals and departures. A flight plan must be filed with Russian aviation authorities at least 24 hours prior to takeoff.
If flying to small airports in Russia, keep in mind that most of the smaller airport control towers are only open from 8 AM to 5 PM. It is illegal to land at an airport when the tower is unstaffed. Most of the smaller airports do not have English-speaking staff, so it will be necessary to hire a navigator that speaks English and Russian. These navigators cost a couple hundred dollars a day, but they make it much easier to deal with the Russian bureaucracy.

There are so many great places to explore in Russia that it is tough to fit everything into one trip. Moscow is the obvious place to start. The Russian capital has centuries of history and is the cultural, economic and political center of the country. Visitors will find that Russia has an amazing culinary scene with some of the best restaurants in the world. There is also a vibrant nightlife with lots of shows, clubs and attractions to choose from. Of course, no visit to Moscow is complete without visiting the mighty Kremlin.
Though Moscow is a great city, St. Petersburg is the better tourist town. Formed around a number of canals, the city has a rich history as the former home of the Russian tsars. There are lots of great historical attractions to visit, including the fabulous former home of the tsars, Winter Palace. There are a number of beautiful cathedrals to visit. The nightlife and cuisine in St. Petersburg is some of the best in Asia.
Vladimir was the first capital of Russia. It has a number of historical attractions to visit, most notably the Golden Gates that once protected the city from invaders. There are also a couple of stunningly beautiful cathedrals, St. Dmitry Cathedral and Assumption Cathedral.
Those looking for a break from Russian city life should visit the town of Suzdal in the Vladimir region. This town of 12,000 people is protected by law from development. The buildings in the town are some of the oldest in Russia as some of them date back to the early part of the 11th century. The town is surrounded by lovely meadows and farms and is a very popular Russian pastoral getaway.

Apple announced today that Scott Forstall, senior vice-president of iOS, and John Browett, recent SVP of retail, are leaving the company. Forstall, who came to Apple from NeXT when Steve Jobs returned to the company, will stay on until next year as an advisor to Tim Cook. John Browett, who seemingly had trouble fitting in with Apple's culture, sounds like he's leaving sooner. Jony Ive, Eddy Cue, Craig Federighi, and Bob Manfield will be divvying up a lot of their duties. Apple's CEO, Tim Cook, said in the press release:

Whether you call it Frankenstorm, Stormpocalypse or simply Hurricane Sandy, the giant weather system barreling into the East Coast is a favorite topic of conversation on social media from Facebook to Twitter. As people post updates to friends and family, relay emergency information and lighten the mood with humor, it's clear that discussing natural disasters on social media has become as much a part of the experience as stocking up on bread and batteries.
As of Monday afternoon, the hashtag "Sandy" had 233,000 photos posted on Instagram, the mobile photo-sharing service owned by Facebook. "Hurricanesandy," meanwhile, had 100,000 photos and "Frankenstorm" had 20,000 and growing.
As they waited for the storm to hit over the weekend, people posted photos of hurricane-preparedness supplies ranging from canned goods to board games and bottles of wine. Empty grocery store shelves where bread should have been also showed up on Facebook and Instagram.
"There are now 10 pictures per second being posted with the hashtag "Sandy"?? most are images of people prepping for the storm and images of scenes outdoors, said Instagram CEO Kevin Systorm in an emailed statement. "I think this demonstrates how Instagram is quickly becoming a useful tool to see the world as it happens ? especially for important world events like this."
By Monday, dispatches about storm preparations gave way to messages of anticipation and real-time updates. Among U.S. users, the terms "Sandy", "Hurricane Sandy" and "Hurricane" were the most-used terms on Facebook, followed by "stay safe" and "be safe." In fact, all of the top 10 most-mentioned phrases on Facebook related to the storm in some way among U.S. users, the company said. "Power," "cold," "my friends" and "prayers" were also in the top 10.
To gauge how much its users are talking about a particular topic, Facebook uses a measurement tool it calls the "talk meter," which ranks terms around a topic or event on a scale of 1 to 10. Tops that generate the most buzz receive a 10. As of Friday afternoon, Sandy-related chatter was at 7.12, the company said. In comparison, the San Francisco Giants World Series win on Sunday night measured at 6.71 on Facebook.
On Twitter, Frankenstorm, FEMA ? for Federal Emergency Management Agency ? and New Jersey were among the top trending topics in the United States. Forecasters expected the hurricane's center to come ashore in southern New Jersey Monday evening.
Foursquare CEO Dennis Crowley reminded his more than 53,000 Twitter followers to "ALWAYS BE CHARGING." Millions of East Coasters could experience electric power and landline telephone outages. As a result, power-hungry smart phones, laptops and tablet computers may become only way to communicate.

Five scientists, including two from Simon Fraser University, have discovered that 30 per cent of our likelihood of developing Multiple Sclerosis (MS) can be explained by 475,806 genetic variants in our genome. Genome-wide Association Studies (GWAS) commonly screen these variants, looking for genetic links to diseases.
Corey Watson, a recent SFU doctoral graduate in biology, his thesis supervisor SFU biologist Felix Breden and three scientists in the United Kingdom have just had their findings published online in Scientific Reports. It's a sub-publication of the journal Nature.
An inflammatory disease of the central nervous system, MS is the most common neurological disorder among young adults. Canada has one of the highest MS rates in the world.
Watson and his colleagues recently helped quantify MS genetic susceptibility by taking a closer look at GWAS-identified variants in the major histocompatibility complex (MHC) region in 1,854 MS patients. The region has long been associated with MS susceptibility.
The MS patients' variants were compared to those of 5,164 controls, people without MS.
They noted that eight percent of our 30-per-cent genetic susceptibility to MS is linked to small DNA variations on chromosome 6, which have also long been associated with MS susceptibility.
The MHC encodes proteins that facilitate communication between certain cells in the immune system. Outside of the MHC, a good majority of genetic susceptibility can't be nailed down because current studies don't allow for all variants in our genome to be captured.
"Much of the liability is unaccounted for because current research methods don't enable us to fully interrogate our genome in the context of risk for MS or other diseases," says Watson.
The researchers believe that one place to look for additional genetic causes of MS may be in genes that have variants that are rare in the population. "The importance of rare gene variants in MS has been illustrated in two recent studies," notes Watson, now a postdoctoral researcher at the Mount Sinai School of Medicine in New York.
"But these variants, too, are generally poorly represented by genetic markers captured in GWAS, like the one our study was based on."

LONDON (Reuters) - A flagship tax policy promised by Prime Minister David Cameron's Conservative party remained on track to be delivered, an official said on Saturday, after a senior minister cast doubt on it.
Cabinet Minister Ken Clarke expressed doubts over the chances of the government implementing the tax plans, which would benefit married couples, before the next national elections due in 2015.
The suggestion in a newspaper interview was another potential embarrassment for the gaffe-prone administration. It added to an image of dither and disorganisation in the government that has gathered pace following a series of policy u-turns following an unpopular budget in March.
"We never committed ourselves to married couples' tax by the end of the parliament," Clarke told the Daily Telegraph in the interview.
"I'm married, I'm not counting on it. I don't remember anyone promising that kind of thing," he said.
A spokesman for Clarke later said the minister had merely expressed an opinion.

The Conservatives promised the tax changes before coming to power in 2010 as part of pro-family policies aimed at encouraging couples to stay together.
Cameron has vowed to implement the moves, although they are opposed by his junior Lib Dem coalition partners.
Clarke's comments come just days after data showed the economy had returned to growth, giving Cameron hope he could calm criticism after months of policy reverses and last week's drawn-out resignation of a minister who swore at a policeman.
Clarke, 72, a former finance minister on the left of the party, also dampened expectations that a 1 percent jump in gross domestic product in the third quarter, after three quarters of decline, spelled the end of Britain's economic woes.
"It would be absolute folly to turn around and say it will all be fine by Christmas. Anybody who says we are absolutely certain we are bouncing back to strong growth is being very optimistic," he said.
'RECKLESS' THREATS
He risked adding to Cameron's political difficulties by warning of the dangers of Conservative legislators talking up the prospects of Britain leaving the European Union.
Cameron, under pressure from an increasingly influential "eurosceptic" faction within his party, wants to renegotiate Britain's relationship with the EU and hold a referendum on the outcome, although he is opposed to a straight "in/out" vote.
"To start threatening, throwing into the air our relationship with the outside world, with the global economy, would I think be very reckless," Clarke said.
"I frequently say that to several of my colleagues - there seems little point in opening up the debate at the moment about our membership of the European Union," he added, striking a pro-European tone rarely heard these days from senior Conservatives.
"The idea that somehow the present problems are caused by Britain's membership of the European Union is a theory that I can't quite follow."
Cameron demoted Clarke from justice minister in a reshuffle last month, but kept him in the Cabinet as a non-departmental minister with a roving brief across government.

CLAYTON, MO (KTVI) ? Carol Morse Perkins, well-known conservationist, humanitarian, author, lecturer and photographer, and the widow of the world famous zoologist Dr. R. Marlin Perkins, died Saturday (Oct. 20, 2012) at her home in Clayton, Mo., after she had been in declining health for several years. She was 95 (born May 25, 1917).?
?It is with great sadness that we witness the loss of Carol, who with her husband was a great voice for conservation and ecology and who carried that message across the airwaves and the globe, working to educate children and adults on the importance of preserving animals now and for future generations,? said Dr. Jeffrey Bonner, Dana Brown president and CEO at the Saint Louis Zoo.
?It is with a sad heart that I heard of the passing of Carol Perkins,? said Virginia Busch, executive director of the Endangered Wolf Center in Eureka, Mo. ?She led a wonderfully full life filled with passion to change the hearts and minds of people about wildlife and their value to our planet.? I am more than proud to work for the organization that she and her late husband founded and to continue the legacy of saving the most endangered wolf in North America.??
Mrs. Perkins and her husband worked with Washington University in St. Louis to found the Wild Canid Survival and Research Center, now known as the Endangered Wolf Center.? The Center, established in 1971, has been responsible for saving two species of North American wolves from extinction. Today, red wolves and Mexican gray wolves are living free in the wild again thanks to the vision, determination and hard work of Mrs. Perkins and her husband.
In 1974 and again in 1977, Carol Perkins was instrumental in organizing the first two national symposiums on the status of North American endangered species of wildlife.?
In 1962, as director of the Saint Louis Zoo, Marlin Perkins began working on television?s Mutual of Omaha?s Wild Kingdom. The program, which won four Emmys, was on the air for 26 years until his death in 1986. In his autobiography, My Wild Kingdom, Marlin Perkins noted that Mrs. Perkins often accompanied him on trips for the show. ?It was always much more fun when she went along,? he wrote.
With her husband, Mrs. Perkins traveled worldwide to film wildlife for lectures, books and television. She also encouraged Dr. Perkins to hire Charlie Hoessle after hearing him at a community presentation; Hoessle served as director of the Saint Louis Zoo from 1982 to 2002 and worked at the Zoo for 42 years.????
Mrs. Perkins led dozens of safaris in Africa, Australia, India, Nepal and Sikkim. St. Louis newspapers often reported on those, including a story about her expedition to find diamonds by sifting delta sand dug from the bed of a river in Venezuela. Mrs. Perkins founded and served as chairman of the St. Louis Chapter of the Explorers Club, where she was named Chairman Emerita.?
Mrs. Perkins was also a popular lecturer on conservation topics for luncheons and dinners across the nation. She was the conservation commentator for five years on The Eye-Witness News on KSDK (Channel 5) in St. Louis.
Over the years Mrs. Perkins received numerous honors, including the Distinguished Citizen Award by Alpha Gamma Delta sorority for her volunteer work with international wildlife conservation. The Ladies Home Journal nominated her for Woman of the Year for her work in conservation. From 1974 until 1995, she served on the National Board of the American Cancer Society, and received its Volunteer of the Year Award.? Mrs. Perkins received the 1991 Conservation Medal from the Missouri D.A.R., and an honorary Doctor of Law degree from the College of St. Mary?s, Omaha, Neb.
Mrs. Perkins was also the author of numerous books, including I Saw You From Afar, which relates the story of a personal visit to the Bushman of the Kalahari Desert in southwest Africa; The Sound of Boomerangs Returning, which described her observations of the lifestyle of Aborigines; and Little Pierre, which tells the story of the star performer of the famous Saint Louis Zoo chimpanzee show.?

LONDON/DETROIT (Reuters) - Ford
A day after announcing the closure of a major car plant in Genk, Belgium, Ford told British unions it would scrap its Southampton van factory and an associated stamping facility in Dagenham next year, slashing 1,400 jobs.
Thursday's announced closures end vehicle manufacturing by Ford in Britain and bring its total job cuts to 6,200, reducing European production capacity by 18 percent to save $450-500 million a year, the company said.
With no market recovery in sight, car makers are struggling to scrap underused factories and surplus jobs that are racking up losses in Europe.
The Southampton plant was the fourth European vehicle plant closure announced this year.
Ford Chief Executive Alan Mulally told reporters and analysts the cutbacks were designed to "return profitability to our very important European operations by mid-decade", setting new medium-term operating margin goal of 6-8 percent.
Stephen Odell, chief executive of Ford of Europe, said during the same call that Peugeot's
"I don't think it's sustainable for support from governments to keep competitive companies going forward, particularly in a protracted downsized economy," he said.
Workers at Ford's British plants were distraught. "It's a kick in the teeth," said Dominic O'Callaghan, 39, a shop steward at Dagenham. "The guys worked hard."

"What's remarkable about Ford is how quickly things are moving, which is a sign of good management," said London-based UBS analyst Philippe Houchois.
"With GM Europe you always wonder what's going on - it looks like they are still bogged down in deciding what to do."
Ford had previously forecast a full-year European loss in excess of $1 billion, without giving further guidance.
On Thursday the company increased the loss forecast to more than $1.5 billion and said it would likely be repeated next year. But Ford said overall pre-tax profit improved in the third quarter, excluding non-recurring items.
The announcements came in a grim week for the industry. On Thursday Chinese-owned Volvo Car Corporation said it was cutting production in Belgium, while Germany's Daimler said late on Wednesday it would not improve profit margins next year.
Ford said future versions of the Mondeo, S-MAX and Galaxy, currently assembled in Genk, will be moved to Ford's plant in Valencia Spain, the company said on Wednesday. The new Mondeo will be introduced in late 2014 after an 18-month delay.
Southampton's production, which last year fell short of 30,000 vehicles, is to be transferred to Ford's existing Transit plant in Turkey, under the plans announced on Thursday.

Ford's stamping and tooling plant in Dagenham, Essex, will also close next year, the company said. The facility employs 930 workers.
Staff in Southampton were told to down tools and take the day off as news of the closures broke, and most said they were heading to the pub. The U.S. automaker currently employs 11,400 British workers at sites including Halewood, near Liverpool, and Bridgend in South Wales.
Britain will remain a centre of "powertrain excellence" for the automaker, Odell said.
The company announced a "next-generation low-CO2 2.0-litre diesel" to be made in Dagenham that would power future Ford vehicles from 2016. It also said additional investment was expected at Bridgend to support ongoing high volumes of petrol engine manufacture.
"Ford is demonstrating the vision and industrial courage to make tough decisions today that will pay off long term," Morgan Stanley analyst Adam Jonas said in a note to investors.
Jonas, who had previously expected Ford to continue reporting European losses through 2015, said its restructuring measures could bring the breakeven forward one year.
Others including Christoph Stuermer of consulting firm IHS Automotive said further upheaval was yet to come at Ford.
"One other passenger-car factory will have to close," Stuermer predicted.
